I t is shown that there have beai made sixty-hino taps and that there are eighty-three lo ts occupied on which there are no taps. it is also stated that on Block 16 there are f i r e taps from which nineteen business houses use water, l her© is xxo doubt that many ©ro using water from th© Oomnsny*s B&ntm who do not pay the water comp my for the service, but there is some question as to the best method to pursue in order to get them to put in the water service, sm& o f the lots without taps have wdlls from which the occupants get water but in most instances the supply is undoubtedly 's e ­cured from their neighbors’ taps, thereby the Company is' the loser. I t 'has been, suggestod that the Company prohibit a ll outside faucets, T his would enable the owner of a tap to control it but would not stop the sec taring o i the water by others as long as the owner permits it .
