(b ) The Company w i l l make no new connections fo r water s e rv ic e to any domestic, commercial or in d u s tr ia l establishm ent a f t e r September 15, 1951 unless a p p lic a tio n fo r such connection s h a ll have been made to the Company p r io r to September 15, 1951.
