Ritter: I have your letter of April 21, 1952, your file 1-7334, sending me revised estimates of management ex­pense of your office incurred in connection with the water distribution and water production facilities at Las Vegas. So that I may compare these figures with the estimates previously made will you please advise me whether the estimates are intended to include or exclude vacation allowance and deductions for rail­road retirement. Also I should like to have a full, written explan­ation of the manner in which bhe estimates were pre­pared so that I will know in advance the testimony which you could give in a court case in support of the esti­mates, I should know the positions whose salaries you took into account, the salary of each position, a des­cription of the work done by each person for the bene­fit of the water production or water distribution fa­cilities and an explanation of how the proportion of that person^ salary charged to water production and water distribution operations was determined. I I should also have a full explanation of the man­ner in which you arrived at the expenses which should be charged.
