Should population of Las Vegas permanently increase to such an extent as would result in an actual shortage o f water and, also, i f artesian w ell should diminish in flow, then consideration should be given to in sta lla tio n o f meters.1 3. for your consideration i t is recommended that: [tl (a) Arrangements be made to increase existing fla t rates as covered by Form 14 by 225$ fo r retail-distribution of water, retaining meter rate fo r future use i f required. (b ) Arrange for wholesale distribution of water to various additions and subdivisions at 8$ per 100 cubic feet measured by meter and without expense to L.V.L. & W. Co. Using this method o f increasing revenues, consumption of water w ill not be diminished, nor w ill expense of $35,000 fo r in stalla tion of meters be incurred. Service meters were used during 1910 and proved unsatisfactory owing to sand carried in the water.
