An occasional check oan be made to see that the circulating systems are maintained in operative condition, and if you find that they are not operative, then the higher rate would apply. There is no objection to including in the schedule a regulation limiting the size of the outlet as suggested by Mr. Jameson. Wm. Reinhardt
