I don’ t know what your consumption reco rd i s . Mine is obtained from fig u r e s fu rn ish ed by Water Service man Edwards. Likew ise my production fig u r e s are obtained from data fu rn ish ed by him. While we know there is con sid erable water going over the s p illw a y every n igh t and fre q u e n tly during the daytime, Edwards’ t o t a ls fo r consumption are c o n sis te n tly h igh er than f o r production# an im possible s itu a tio n , and one that I b e lie v e can only be corrected by p la c in g a man there who has the i n t e l l i genoe to keep proper re co rd s. Now we are in the p o s itio n , in making re p o rts , that u n less your consumption fig u r e s d i f f e r m a te ria lly from those fu rn ish ed by Edwards we must a r b i t r a r i l y change our production fig u r e s b e fo re subm itting to State a u t h o r it ie s , and fo r th is reason , ra th e r than fu rn ish in g the production fig u r e s to Mr. Bracken 1 am sending you p h o to sta tic copy o f our production record fo r 19^6 based upon Edwards’ re p o rts , w ith 'th e thought that you should make such changes as may be necessary to con­form w ith your consumption f ig u r e s , le t t in g me have same so that I can fu rn is h to Mr. Bracken a production fig u r e th at w i l l bear the p rop er r e la t io n to consumption.
