    A pril 26, 19k9 TILE MEMO Mr. Tom Camptell of Las Vegas, who i s on the Board, o f the Water D istrict, v called, on me today regarding some other matters and I discussed with him Robert E. Jones' le tte r dated January 18th, to which we have never replied. Mr. Campbell had never seen the le tte r before, knew nothing about i t , and advised me that he was quite certain that none of the other members o f the Board had ever seen the le tte r . He also remarked that in his opinion the le tte r should never have been written. I explained to him that I had deliberately not replied to the le tte r as Jones in his le tte r requested authority to examine our books fo r the purpose of establishing "book values". In the meeting which I had with the Water D istrict Board in Las Vegas some time in January I advised the Board that when they had employed their engineers and were prepared to do so, we would provide them with a l l the material in the way of maps and other data necessary fo r making a physical valuation, but explained to them that an examination of our books would not only not provide them with information which would be pertinent to such a valuation but could very possibly muddy the waters in such a way as to make our negotiations more d iffic u lt .
