Las Vegas Review Journal-M arch 6, 1950 Valley Water District Loan $25,000 Okehed by County A resolution authorizing a $25,-1 000 loan to the Las Vegas Valley water district was passed today by the board of Clark county commissioners. Officials of the water distript sought the loan to finance further preliminary surveys looking to­ward the issuance of bonds. Under the agreement drawn by District Attorney Robert E. Jones and G. William Coulthard mem­ber Of the water district board, repayment of the loaii, including $10,000 borrowed when the water district was formed, will be made from the first money, received upon issuance of water district bonds. The loan is to be furn­ished without interest, according to the agreement. County Commissioner George Franklin,, Jr. told "water district officials the loan was being made on the basis of an opinion from State’s Attorney General Allan Bible. . An opinion from Bible’s office stated the county was obligated to furnish the. loan requested by the water district, Franklin explained. The opinion was sought, he added, to ascertain whether the loan could be made legally and what Security the county could demand for its re­payment. The attorney general ruled that the county must advance the money which could be repaid either from bond revenue or from taxes on property within the Water district, it was said. Spencer Butterfield, secretary of the water board, said pre­parations are now being made' for the coming water board el­ection, scheduled April 4. JEhe board is now _going_. ahead with plans to secure a managing en­gineer to take' charge of techni­cal phases of the wafer district operation and discussions with| the Colorado river commission for acquistion of pipelines at the Basic Magnesium plant to carry Lake Mead water to storage re­servoirs in Henderson. Negoti-; ations are still under way with the Las Vegas Land and Water company for purchase of pipe­line facilities here, it was said. Members of the board pre-sent at this morning’s" meeting said a special election oh the water district bond issue would not be set until further legal matters were ironed out and the way was paved for acceptance of tiie bonds by an authorized bonding house. Water District Filing Deadline Is March 15, Said Candidates for the four posts on the board' of directors of Las Vegas Valley water district, have until Wednesday, March 15 instead of March 9 in which to file for office, it was announced this morning. A check of the statute creat­ing the district revealed that in­stead of filing being closed 25 days before the election date of Tuesday April 4, it is but ,20_ days before which allows addit­ional time for prospective can­didates to qualify. Expiring terms, together with a description of the districts re­presented are as follows: Harry Miller, division 1, com­prising North Las Vegas and Ve­gas Heights voting precincts. Thomas A. Campbell, division 2, Las Vegas voting precincts 8, 11, 16, 30, 32, 9, and 23. William Coulthard, division 4, Las Vegas voting precincts 22, 28, 21, 29, 14, and 15. E. O. Underhill,,division 5, Las Vegas precincts 2, 3, 4, 6, 7, 19, and 20. Candidates for these offices may file with Spencer Butter­field, secretary of the board, at the Bank of Nevada. A filing fee of $25 is required by stat­ute. In the event no one files for any of the four places on the board, no election will be held and the incumbents hold over until the following election.
