Los Angeles - July ^th, 19^2 Mr. W. H. Brackens Enclosed herewith is copy of a statement prepared after Messrs. Mann, Kahler and I had made considerable study of the available records, and which, if you oonour, I propose to send airmail to Omaha Monday night. Please note, particularly, my deductions and recommendation with respect to the hotel-auto court situation. If you do not oonour in this recommendation I will appreciate if you will advise me, as whatever recommendation is made in this letter I want to be in position to stand back of. As to estimated population for 19^1» you will recall that Mr. Cahlan gave us 10,000 as reasonable estimate far middle of the year. McNeil started construction work in September, and, as you know, the population increased rapidly during the last six months of the year; therefore, I have assumed 12,000 as a fair average for the full year. Before allowing this to go forward I wish you would discuss with Mr. Cahlan and t make sure that he is willing to back up this figure. Please study the letter and statement carefully, and let me have any comments you may have to make. Frank Strong W.H.J. JULi 6 1342
