T o date the water system has not been m etered because o f a State law prohibiting the Com pany from em ploying meters as a basis for water charges. T h e Com pany has som e 50 separate rate divisions, and the 1953 water bills varied from $0.90 per m onth to $339.90 per month. In various cases a num ber o f individual services are billed join tly under one account number. T here w ere 6,236 accounts in July, 1953, representing 11,632 actual services. T h e usual bill for a single dw elling unit (3,706 o f the 6,236 bills) was $2.70 per month. T h e transfer also increased m aintenance and operating expenses. T h e Com pany has been charging quite low rates for the use of water, as m ay be seen from the typical $2.70 m onthly flat rate for a city dw elling w ith one bathroom , w ith no restrictions on the quantity of water consum ed. A rate increase application has been pending since the time o f the negotiations for purchase o f the system b y the District. U ntil late 1953 the Com pany purchased its water from the U nion Pacific Railroad, w hich ow ned the w ell field, and the charges for water, show n above under the heading “ Joint Facility Rents,” is one o f the m ajor factors responsible for the low profits and occasional losses.
