Julian Moore Just succeeded in securing Senate approval rights of way bills with amendment which would substitute in part for Interior Committee amendment which you have substitute portion. Would delete vesting absolute discretion in Interior Secretary and provide for transfer at fair market value to Secretary to be set by appraisal by Interior Secretary. Taking into account all factors, intent of amendment is not to secure greater price, but certain Senators fearful that vesting absolute discretion in Secretary as matter of principal.
