E, Bennett Attached please find a copy of a letter dated April 9# 1953 from Mr, Robert A, Allen with reference to extension on service line to lota owned by Mr, Fong at Las Vegas, Also attached please find sketch dated April 12, 1953 which shows location of existing pipe lines in vicinity of Mr, Fong's property, Mr, Allen*s letter is a result of a complaint made by Mr, Fong to the effect that the Water Company had refused to extend a service line, at its own expense, from an existing 4-inch water main located on the south side of Ogden; Street: to the northerly property line of Ogden Street in alley between 13th and lfcth Streets; from which point Mr, Fong would plan to extend the service line to his property northerly thereof as indicated on attached sketch. Prior to Mr, Fong's complaint to Mr, Allen, he had contacted this office and was told that: it was our practice in the case of off-line connections to install a tap in the nearest water main, at the customers expense, from which point the customer desiring service would construct and own his own service line. At that time Mr, Fong seemed satisfied to conform with our usual practice, as indicated above, and gave a deposit of to cover the installation of two one-inch taps. In later conversation with Mr, Fong, I gathered that he became dissatisfied with our ruling that he construct the service line across Ogden Street at his own expense, apparently as a result of conversations with local plumbers who informed him that it was the Water Company's obligation to pay
