Reinhardt: This will acknowledge receipt today of your November 13 letter, written In response to the one sent you by the District under date of November 7, on the above subject. Inasmuch as the District Directors adopted a resolution at a regular meeting held on October22, 1953, requiring that three bids be taken on all proposed projects involving additions and betterments to the Las Vegas Land and Water Company System, it will be necessary to present your alternative recommendations to the District Directors for review and consideration. In order to expedite a determination, copies of your November 13 letter, together with a copy of this communication are being furnished to the Directors immediately. The matter is also being submitted to M r. Leo M cNam ee, local District counsel; and to O'M elveny & Meyers, District Bond Coulsel. Before reaching a final decision, the District will want the views and advice of counsel. However, every effort will be made to reach a determination as quickly as possible. In the latter connection, the writer will be away from Las Vegas from November 19 until November 30. During this period, Mr. Spencer Butterfield, Vice President, and M r. Harry E. M iller, Acting Manager, may be looked to to follow through on this matter. TAC:p{
