Los Angeles, May 5*h, 19*+# 753^ IX Mr. A.M. Folger: Please refer to your letter dated April 23, 19^8, file W 23-1-26, relative to changes which the State Highway Department wishes to make in elevation and structural details of lids on valve boxes at Main Street and Charleston Blvd., Las Vegas, Nevada. I have no objection to the Highway Department making minor changes in elevation and such changes in structural details of valve box lids as they consider necessary providing they assume responsibility for the work and will furnish ample protection for our valves, piping, etc., inside the boxes during construction. All expense to be borne by State Highway Department. With regard to the question of outting the lide and providing hinges, It has been our experience that where valve box covers are located in traffic, satisfactory and are a constant co uhrisneg eosf otnr oluibdlse anor e mvaetrtye ru hnow well constructed and fastened. Furthermore, if the 3*]" x lids over the main pressure reducing valve were divided into two lids of 3 ,-3" x H’- H " each, they would be too light for safety under fast traffic notwithstanding any bolts that might be placed to hold them down and, in addition,, it would be necessary to provide a support at the center of the lid span in middle of box which would be impractical due to limited clearance from valve. In view of above, I oannot concur with your suggestion to out the lids and install hinges. Section E3-E3 of present box over pressure reducing valves shown on Highway Drawing B-^70, submitted with your letter, is in error with respect to location of S* steel beam. Attached print of "As Constructed" drawing #l6l80-.l, dated May 194.8, shows complete detail of existing lids over pressure reducing valves and print of Drawing #16180, dated Nov. 26, 1947, shows general plan of valve box, piping, valves, etc. lrm:c FRANK STRONG
