Los Angeles, Nov. 17# 19^5 QtFA - Omaha I quote £KJFJs wire to FGP Nov. 16th reciting latest development in Jurisdictional dispute affecting LV water facilities: Quote. A-88 and further my F-356. Proposal as submitted in my F-358 was put up to Mr. Frank Harris of the Building Trades at Las Yegas yesterday. He held meeting with his various chairmen and last night advised that they felt it was Jurisdictional dispute and final decision as to who should do the work should be left to officials of the AFL. He further states local crafts will permit McNeil to resume work on reservoir with understanding that pending final decision his crafts will lay the pipe in Charleston Road. He has added further stipulation, however, that Railroad forces were not to do any work, even on Railroad property, until final decision has been made by officials of AFL. His men now take position that the work of the Railroad crafts should be confined solely to right of way while our men accepted proposal that their work should be confined to Railroad property* Ziesel is no longer in this territory and I cannot handle further with him but from our conference, I am satisfied it is his view, concurred in by his local representatives, that any work on railroad owned property belongs to them.
