July 10, 1946: I am attaching duplicate o rigin a ls and two extra copies of agreement, N#L*X># No# 1478, dated October 1, 1945, with McNeil Housing Company, covering construction of water lin e s , reservoir, se ttlin g basin, e tc *, fo r a guaranteed maxi raum cost o f $174,295, subject to certain additions In event wet excavation was encountered or labor rates then in e ffe c t were increased* The agreement has been executed on behalf o f the McNeil Housing Company, and I recommend sim ilar action on behalf o f the Railroad Company# Mr* Bennett advises that inasmuch as the expenditure is authorized under A#F*E» NO* 61-1, the agreement may be executed by Mr. Ashby as Executive Vice President (as of October 1, 1945) without further author ity# Frank S t r c # ' ^ ,s/> 3?
