This change in p o lic y is substantiated by passage o f Ordinance above r e fe r re d to . Mr. Knickerbocker’ s le t t e r shows revenue o f L.V.L.& W.Co. as having increased 1931 to 1935 35.9$, while consumption increased during the same p eriod 39.9$. This is tru e, but i t w i l l be noted from fig u r e s shown below that the grea ter part o f increase in revenue occurred 1931 to 1932.
