City Engineer of Pomona advises they are entirely responsib le . I , therefore, recommend that contract be awarded to McKenna & E llio t t . The specifications upon which these bids are based c a ll fo r a Rag Felt Ready roofing, whereas Johns-Manville Company have given us a fig u re _o fJ $ l,600 to furnish and apply asbestos roofing complete(^for $1,600^ and as the Johns-Manville roofing is considerably superior “to th a t described in the reservo ir specifications* I further recommnd that the roofing be eliminated from the contract fo r the reservoir and be obtained under existing system contract with Johns-Manville fo r such m aterials.
