Retaining of this entire quantity of pipe appears .to be somewhat unnecessary as it is assumed that emergency repairs would only be needed in case of accidental line break, and in ease a number of lengths would be needed, on account of deterioration or other reason, it would seem that time would be afforded to make purchase of quantity required and have delivery effected within a reasonable length of time* As to the quantity to be retained for emergency protection it would appear that two or three standard 1 3 ft* lengths of each size should be adequate protection* with shipping notice Ho* 2 and listed below, it appears to be an excessive quantity for emergency protection and it would be my suggestion that % each be retained and the balance disposed of* As to the following list of rubber rings received per shipping notice Ho* 2, it is quite evident that this lot of rings, or at least the two large quantities of 14“ and 18" were ordered in error by the Engineering Department as the pipe came complete with rings as indicated on the purchase order eopy, and it would seem that about a half dozen of each size should be an adequate quantity to hold for emergency, protection: 12“ size costing around $2*30 per ft., 24" around $7*00 pen ft., the coupling price is about $6*54 each for 14" and $9*72 for 18", and as to the rings the 14" cost 46$£ each and the 18" 55^ eaeh. from whom this material was purchased, would be agreeable to accepting return of any surplus we have at this time as it is possible that difficulty is still being experienced in acquiring such raw materials, and I feel the Engineering Department should be asked to make a careful analysis of the entire stock and then give recommendations as to what the minimum protection requirements actually would be.
