R MAR 7 1952 Attached are two copies of minutes of meeting of committee appointed to consider question of R ailroad Company developing independent water supply from Shop Well at Las Vegas, Nevada, to supply water required fo r ra ilro a d f a c i l i tie s at that point. Meeting was held March 4, 1952. With reference to amount of appropriation of water which should be transferred from Well No. 1 in the water f ie ld to the Shop Well: Mr. Cory recommended that investigation be made to determine i f the LA&SLRRCo. has a vested rig h t to 2.5 CPS of water in Well H o ..1; i f so, he stated that Railroad Company could require the State to make transfer of the entire 2.5 CPS i f i t is decided to do so; i f R ailroad Company does not have vested rig h t, then State Engineer would have authority over the transfer of any portion of the 2.5 CPS appropriation. Mr. Cory said he would determine question of our vested rig h t and advise a l l concerned. I t is my opinion that we should c a re fu lly consider the amount of appropriation we transfer to Shop W ell, in event we should transfer entire 2.5 CPS and do not develop or put to b e n e fic ia l use 2.5 CPS, then State Engineer would grant only that portion thereof that is a ctu a lly put to b e n e ficia l use. In event Shop Well does not now produce the amount of appropriatio n we decide to transfer to I t , Mr. Shamberger says we would be allowed a reasonable period of time, up to three to four years, to develop th is amount by reconditioning the w ell at it s present lo ca tio n , or by plugging the Shop Well and d r illin g another w ell in the shop grounds at a suitable lo ca tio n . The p r io r it y date of appropriation of th is new w ell would remain August 23, 1924, fo r production equal to amount transferred from Well No. 1 to present Shop W ell. Any production above the transferred amount could be authorized tinder a new c e r t ific a te and p r io r ity date as of date new well is d r ille d . I believe State Engineer would question the necessity of tran sfe rrin g an appropriation considerably in excess of amount which would be put to b e n e fic ia l use. In an e ffo rt to increase flow from Shop W ell, the members of the Committee agreed that we should p u ll the pump on Shop W ell, clean and swab i t and make te st of production. E. E. D.
