The City of Los Angeles makes a flat charge for a service connection, which charge is computed on the average cost of constructing 30f of pipe and installing a meter. Where the consumer demands meter of corresponding size to the service connection, the City adds to its installation charge the difference between the cost of the smaller and larger meters.
