Gibbon, Esq., General Counsel, Los Angeles, Cal* Dear Mr. Gibbon I have prepared and am sending you today under separate cover a form of a rtic le s o f incorporation o f the proposed land and improvement company, which have been prepared in accordance with a corpor­ation organized here recently and also in accordance with a r tic le s of incorporation of a sim ilar corporation organized by the Short Line. "While th is organization is being perfected would it not be w ell to have a l l the land and water rights at Las Vegas transferred by the R ailroad Company to a trustee, the Railroad Company reserving a l l land and water required by it fo r railro ad use? You w ill note that the law authorizing the platting and sub-dividing of lands in Nevada permits the same to be done by a trustee. I f , as I am informed, it is intended for Mr. Waters to represent the Company in the sale of lands at Las Vegas, why would it not do to have the transfer made to him as trustee and he can then execute deeds fo r lo ts as they are sold, u n til the corporation is organized and the t i t l e has been transferred to it . The next meeting of the Board o f County Commissioners of Lincoln County w i ll be held at Pioche on A p ril 3rd and i f the plat of the lands to be sub-divided at Las Vegas can be prepared and sent to me in time I can secure the approval of the Board at that meeting and a fte r such approval, f i l e the plat with the Recorder.
