There is no law o f th is kind in Nevada. A tow naite p la t coverin g the IT. 1/2 o f the S.W. 1/4 of. S ection 27, Tp. 20 S. , R. 61 E. , and designated as " o r ig in a l tow nsite o f Las Vegas" was f i l e d with the County Recorder o f Lin coln County January 13th, 1905, by J. T. McWilliams. This . f i l i n g was made without a u th o rity o f law, without any d ed ica tion o f s tr e e ts and a lle y s and without approval by any p u b lic o f f i c e r . Eor these reasons I regard th is f i l i n g as v o id and o f no e f f e c t whatever. The R a ilro a d Company has no a u th o rity to la y out and e s ta b lis h town-s it e s and i t w i l l th e r e fo r e be necessary to organ ize a corp ora tion fo r th is purpose and have the t i t l e to a l l lands n o t necessary fo r r a ilr o a d Use conveyed to such corp ora tion . This should be done without- fu rth e r delay because i f we should become in vo lved in l i t i g a t i o n over the lands and water r ig h ts now h eld by the Company at Las Vegas the rig h t o f the R a ilro a d Company to hold t i t l e to such lands and water r ig h ts , in ad d ition
