1 H % January 30, 1942 W 23-3-3 Mr. Prank strong, Vice President, LVL&W Co., Los Angeles, California. Dear Sir? , Referring to your telegram S-246, date, with regard to submitting bill of material for additional 10* main on Clark Street, between Main and 3rd. I am not entirely clear as to the method of installing this line. Is it your thought that we should bi-pass the water from the end of the present 14* main to the 12* main recently installed, commencing at the alley between 3rd and 4th Streets; or should we include in our bill of material, cross-connections for the alleys between 1st and 2nd, 2nd and 3rd, and 3rd and 4th. I assume that considerable study has been given this proposal, but wish to invite attention to the fact that the three lines diverging at the alley between Main and 1st are apparently carrying all the water that the 14* line will produce. You will note that two tens and an eight take off from the end of this 14* line. Por ready reference I attach a table indicating the relative discharge capacities of pipes of different diameters and you will note that the present 14* pipe will deliver sufficient water to fill 2.32 10* pipes; but that a 16# pipe will accomodate the flow for 3.23 10* pipe. If my reasoning is correct it would appear the first thing we should do is to replace the 150* of 14* pipe between the east line of
