Booker, President of Charlestar Heights dorp*, and Mr. James M. Montgomery, Engineer for the Water District. Hr. Montgomery came In before Mr. Broker and explained to me that he had been offered a retainer by the Charles ton Heights Corporation, but after consideration had turned It down, mainly In view of the fact that he was noting as engineer for the Water bis trio t and did not wish to become involved with outside sub- divider®. However, It seams that Mr* Booker inadvertently learned that Mr. Montgomery planned to be in Las Vegas today and made It a point to contact him and request that he accompany him to ;py office, apparently with the idea that he could bo of some help to them in developing arguments in favor of the immediate extension of water mains to serve the Charleston Heights property. Mr. Becker presented me with the attached map dated February I k , 1953 which shows tentative layout of Charleston Heights Unit Mo. 2, which he indicated they would be ready to develop within the next 6o days* Mr. Becker had some fantastic ideas about relocating the 300,000 gallon tank now in course of construction to & point somewhere northerly o f Unit Mo. Z , together with the coins traction of a reservoir in low area indicated by contours on the attached map. I informed him that if the District took over the water system in the immediate future, it would be the District*a problem to develop supply for the subdivision shown on this map. However, in the meantime, 1 understand from Mr. Bennett that engineering features of water service In Charleston Heights Unit Mo. 1, are now being investigated by Mr. Adamson in Los Angeles, which investigation will no doubt include service to the Unit Mo. 2 indicated on the attached map. When his investigation is completed he will no doubt make a report to Mr. Bennett and yourself t o r decision as to what action, If any, would be taken with respect to extension of water mains by the Water Company to serve the areas in question. Mr. looker stated that Mr, Allen o f the Public Service Commission had told M i that it was the responsibility of the Water Company to serve hie property which now is within the City limits of Las Vegas, and that he felt he was more or lest being stalled by the Water Company.
