Lae Vegas - April 1^, 1953 W 25-2 Mr. Wm. Reinhardt - Los Angelesi oo: Mr. E, E. Bennett Attached please find & copy of a letter dated April 9# 1953 from Mr. Robert A. Allen with reference to extension on service line to lots owned by Mr. Fong at Las Vegas. Also attached please find sketoh dated April 12, 1953 which shows loca­tion of existing pipe lines in vicinity of Mr. Fong’s property. Mr. Allen’s letter is a result of a complaint made by Mr. Fong to the effect that the Water Company had refused to ex­tend a service line, at its own expense, from an existing A-inch water main located on the south aide of Ogden Street to the northerly property line of Ogden Street in alley between 13th and lAth Streets; from which point Mr, Fong would plan to extend the service line to his property northerly thereof as indicated on attached sketch. Prior to Mr, Fong's complaint to Mr, Allen, he had con­tacted this office and was told that it was our practi ce in the case of off-line connections to install a tap in the nearest water main, at the customers expense, from which point the customer desiring service would construct and own his own service line. At that time Mr. Fong seemed satisfied to conform with our usual practice, as indicated above, and gave a deposit of |&G to cover the installation of two one-inch taps. In later conversation with Mr. Fong, I gathered that he became dissatisfied with our ruling that he construct the service line across Ogden Street at his own expense, apparently as a result of conversations with local plumbers who informed him that it was the Water Company’s obligation to pay
