    Mr. Reinhardt - Los Angeles Attached please find Form 30-1 covering detail of estimated expenditures together with letter to Mr. A. S. Stoddard recommend­ing authority to construct water mains to serve business district immediately north of Fremont Street between 21st Street and 23d Street, Las Vegas, Nevada.. I am also attaching a map for Mr. Adamson's use in preparing Work order Prints covering construction of above mentioned water line. The water line covered by attached Form 30 and recommendation is a continuation of the water line covered by Form 30-1 and letter of recommendation to Mr. Stoddard submitted to Mr. L. 0. Conners with my letter of April ?, 1953* As indicated above, both of above mentioned Form 30 and recommendations cover the same pipe line, which is divided into two parts— one of which will be covered by an agreement with Mr. Harrison S. Stocks and the other will be covered by an agreement with Pioneer Title Insurance and Trust Company, acting as Trustee for a group of individuals. The pipe lines covered by both of thfse submissions are covered by private contract and are now in process of construction. The parties sponsoring these water lines have had considerable difficulty and delay in making arrangements for easements to cover and in coming to an agreement as to the provisions of the Trustee­ship under t$*e Pioneer Title Insurance and Trust Company, but I now have in my files letters wherein both the Pioneer Title Insurance and Trust Company, as Trustee, and Mr. Harrison S.
