Question arises as to whether beneficiaries of previous oontraot (Audit #10114, February l, 1941) covering original installation of mains in Vega Verde, Blooks 1 and 3, could claim a portion of the refunds from water served under this new oontraot, because of the faot that water ia taken from their line.
