I understand that the District contemplates negotiations with Las Vegas Land and Water Company with a view of taking over its water system, water rights, etc., at Las Vegas. I do not know what its plans are, but I informed Colonel C l ark that I' w o uld be disqualified in' case there~ari a n y ' TiTigaTi’ons such as condemnation proceedings, etc., between the Water District and Las Vegas Land and Water Company, or the Railroad Company. I am writing this to ascertain whether I should accept a retainer from the District, provided I would not represent it in case of litigation as above mentioned, though I would probably be asked to pass upon any contracts that may be entered into and perhaps participate in negotiations between the Land and Water Company and the Water District.
