    ? erty of the Water District regardless of location. Either party at any time may inspect any such meter and shall have the right of ingress and egress over lands of the other for that purpose. It is further agreed that for the use and benefit of the United States, the authorized representatives of the United States shall have access to the measuring and controlling devices herein provided, and for that purpose i|| shall have rights of Ingress and egress over lands and rights of way of BMI or the Water District. Unless waived by the parties hereto, said meters shall be tested at six-month Intervals and the cost of such tests shall be included as part of the Items of cost of operation and maintenance voider Paragraph 23 hereof, pro­vided that BMI may at any time require the Water District to test the accuracy of any such meter and the cost of such teats shall be paid by BMI, except that the Water District shall pay the cost where any Such test shows that the meter is recording delivery of less than 98$ of the true quantity. RECORDS OF MEASUREMENT 22, BMI shall read and keep the record of all readings of any meters and shall keep a record of the quan­tity of water discharged into the water system of said Water District at the metering point or points.
