Folger) In oonneotlon with the Las Vegas Valley Mater Metrict, I have had considerable correspondence with Mr, Gory with respect to suggestions that possibly some changes might be necessary In the statute creating the district which changes could be affected by new legislation at the pending session of the Nevada Legislature. The only thing that con cern ed me was the question as to the possible validity of the bonds in view of the fact that the law provides the bonds may be issued by the directors rather than at the su bm ission to a vote of the people in the district as is customary in most of the so-called district acts in California. I referred Mr. Gory to some decisions on this point and I am enclosing herewith copy of his letter to me which is self-explanatory and which Indicates that the directors of the district are completely satisfied with the present fora of the act. It also contains some interesting Information about their plans for the Las Vegas Land and Water Company. Mr. Gory advised me reoently that the district had borrowed $10,000 from the city which they apparently assume will be sufficient for the engineering study w hich they con­template malting. E. E.
