Mr. Bennett1s wire, quoting yours, refers to number of employees January 1, 1943 and whether they received a 15 percent increase since that time. No increases have been granted since the first of this year as I understand such was prohibited by Law; on the chance that you may have meant "January 1, 1941" as referred to in Mr. Bockesr telegram on this subject April 15th.
