Sutton) Referring to your letter of March 23rd, file 012, authorizing increase for employes of Las Vegas Land and Water Company at Las Vegas: Our foroes at Las Vegas consist primarily of two distinct classes, clerical forces and office attendants, and mechanics, and if they were represented b y labor organizations similar to those on the Railroad Company, would be represented by two separate labor organizations, so that pursuant to Sec. 2 (b) it appears that these two classifications can be considered as separate bargaining units. During the latter part of December, 1950, and early part of January, 1951» these separate classes requested wage increases at least equal to those requested by the Railroad non-operating unions. Prior to January 25, 1951, we verbally agreed with such employes that in view of the anticipated increase in wages for Railroad non-operating foroes, we would withhold decision at that time, but would extend to them the same increase as was finally determined upon for the Railroad non-operating employes as had been done in several instances in the past. With this understanding, the LVL&WCo. employes agreed to await the decision respecting similar Railroad em­ployes. Our understanding of Wage Stabilization Board General Regulation No. 6 is that it will permit a 10% increase in rate in effeot January 15» 1950 less any increase subsequently granted.
