    (Assembly Bill Bo. 4— Mr. Frohllch) CHAP. 201— An Act to amend section 15 of an act entitled "An aot defining publio utilities, providing for the regulation thereof, creating a publio s e r v i c e commis­sion, defining its duties and powers, and other mat­ters relating thereto,* approved March 28, 1919. (Approved March 27, 1931) the People of the State of Nevada, represented in Senate and Assembly, do enact as follows: SECTION 1. S e c t i o n 13 of that certain aot of the legislature of the State of Nevada entitled "An aot de­fining public utilities, providing for the regulation thereof, creating a publio s e r v i c e c o m m i s s i o n , defining its duties and powers, and other matters relating there­to," approved March 28, 1919, is hereby amended so as to read as follows, to wit: S e c t i o n 13. The c o m m i s s i o n may, when necessary, as­certain and prescribe for each kind of public utility ad­equate, convenient and serviceable standards for the meas­urement of quality, pressure, voltage or other conditions pertaining to the supply of the product or service rendered by any public utility, and prescribe reasonable regulations for the examination and testing of such products or service and for the measurement thereof. Any consumer, user or par­ty served may have the quality or quantity of the product or character of any service rendered by any public utility test ed upon the payment of fees fixed by the c o m m i s s i o n , which f e e s ' , however, shall be paid by the publio utility and re­paid to the complaining party if the quality or quantity of the produot or the character of the service be found by the commission defective or insufficient in a degree to justify the demand for testing; or the commission may apportion the fees between the parties as justice may require; p r o v i d e d . -that it shall be unlawful for any public utility, for any purpose or object whatever, in any city or town containing mr&_J^n...f our.
