    Land and Water Company by the Commission, produced- at date of application- a return exceeding nine per cent on the Investment, which has Increased and will &ontinue to increase with increase in consumers. I think it would be most unfortunate to become involved in any controversy at this time which might suggest to the Commission a readjustment of these rates on its own initiative, and I strongly favor the purchase by Las Vegas Land and Water Com­pany of the Wardie Addition franchise, even at the price asked, if we can do no better. In this connection, will say that other reasons have been suggested to me by Mr. Bracken which will make it advantageous to the Company to procure this franchise, the principal one of which is that the area covered by the Wardie Addition franchise is quite central and is practically surrounded by territory served by us under our city franchise; that the population will increase rapidly in the near future, and this territory will at all times be profitable from a water service standpoint.
