I agree.Mr. Frank strong •2» 5/28/46 prohibit the Inclusion of such an item in contracts which are In the course of preparation* the propriety or impropriety of such an Item is a matter to be worked out by you and Mr. Bracken* however * 1 feel certain that under ordinary circumstances, the average business man realizes or should realise that such an Item should tvoperly be Included In contracts which are made on a cost basis.
