    January 21* 1947 Mr* Bruce Mason, Attorney 1020 Security Building Long Beach, California Dear Mr* Masons In connection with the operation of the Las Vegas Land and Mater Company, we hare a rule which was approved by the Publlo Service Commission of Nevada, relating to extensions and subdivisions of new developments, known ae Rule 9-A,which reads ae follows! *9* A H service pipes extending from mains to in­side of property line, with proper cutoff, shall be. installed and maintained by and at the expense of the Mater Company* *9A. Whenever an application for water service Is received which will require the Company to extend its water mains or service pipes more than fifty feet, exclusive of the service pipe of each cust­omer to be served (ae shown in Rule 9 of this Company*e rules and regulations) the customer or customers shall enter into a contract to advanoe sufficient money to cover cost of making such extension* The amount advanced shall be refunded to the applicants advancing same at the rate of 0O£ of the customers1 monthly bills for water for a period of ten years, or until the full amount advanced has been refunded, ifclohever occurs first* All such refunds shall be made by dedusting the amount thereof from the customers' monthly water bills** That rule is in the process of being attacked by some of the Lae Vegas citizens who are subdividing property on the theory that “ a <*“ty oh the Water Company* to
