    consum er thereafter requires a change in the loca ­tion, arrangem ent or size o f the m eter or service con­nection, he must bear all costs o f m aking such changes ex cep t that w hen the requirem ents o f the consum er exceed the cap a city o f the existing service, a larger service and m eter w ill be installed b y the D epartm ent a t its expense, provided the increased demand is determ ined b y the D epartm ent to be per­manent. (A s am ended M ay 1, 1944. Resolution N o. 6116.) R ule 11. W here basem ent extends under th e side­w alk. W here the basem ent o f the property to be served extends under the sidew alk area, necessitating the extension o f the D epartm ent’s service pipe through the area w all, the ow ner o f the premises shall provide the necessary opening or entrance w ay through such w all and shall assume fu ll responsi­b ility fo r an y dam age resulting from any leakage through the opening or entrance w ay so provided; in such installations, the Departm ent shall not be re­sponsible fo r ,and no claim shall be made against the Departm ent fo r, any damage to m erchandise, ma­chinery, equipm ent or other articles, caused b y leak­age from the m eter or connecting service, where such articles have been stored, placed or installed in such location or in such, manner as to render them liable to damage from such leakage. The ow ner shall provide and m aintain a clear passage, affording easy access to the m eter b y D e­partm ent em ployees fo r the purpose o f reading or changing the same, and fo r an y other purpose the D epartm ent m ay deem necessary; should the passage­w ay to the m eter becom e obstructed to such an ex­tent as to prevent easy access to thej meter, the owner, tenant or consumer, w ithin five (5 ) days a fter receipt o f n otice o f such condition, shall cause the obstruction o r obstructions to be rem oved, and in the event that this is not done, the D epartm ent m ay require the said owner, tenant or consum er to pay the cost o f m oving the m eter to another more acces­sible location. R ule 12. Sprinkler services. W here the size o f the main perm its, the Departm ent w ill install at the expense o f the applicant the necessary service con ­nection from the main to the curb line, including the necessary meter, fo r an y autom atic sprinkler system, w hich is installed in accordance w ith specifica­tions and requirements approved b y the Departm ent, which specifications and requirem ents shall provide: (a ) That no connections fo r other purposes shall be made to the system. (T h is requirem ent shall not be interpreted to preclude the installation w ithin a room as a part o f the sprinkler system and fo r fire pur­poses only, o f a hand hose connection, not larger than 1 % inch in diam eter, to be fitted w ith hose not larger than 1 % inch in diam eter; said hose to be equipped w ith nozzle having an orifice not greater than % inch in diam eter; nor to preclude connection o f standard fire hydrants to the system provided: that the location, type and size o f hydrants and con­nection be approved in w ritin g b y the Board o f Fire U nderwriters having ju risd iction ; that no w ater be drawn through the hydrants fo r an y purpose other than extinguishing fires; that the hydrants shall be kept under W ater Departm ent seal, w hich seal shall not be broken except in case o f fire; that the appli­cant shall pay fo r each hydrant installed the m onthly charge as established in the rate schedule fo r mu­nicipal fire hydrants, w ith the fu rther proviso that i f w ater is used through a fire service connection fo r any other purpose than extinguishing fires, the W ater Departm ent shall have the right to place a m eter on the fire service connection at the expense o f the con ­sumer or shut off the entire w ater supply fo r the prem ises.)* (b ) That no connection shall be made to the system from any other source o f supply other than that o f the Departm ent. (T his requirem ent shall not be construed so as to prohibit the use o f pressure or g ra v ity tanks or fire pumps when the source o f supply fo r said tanks or pumps is from this D epart­m ent.) ? (c ) that the system shall be equipped w ith an approved type o f autom atic alarm w hich shall p ositively signal at a point outside o f the building a •Rule 12 as adopted October 26, 1932.
