Los Angeles, September 17» 1952 Mr. W, H. Johnsons (cc - Mr, Win. Reinhardt Mr. Calvin M. Cory) In discussing some other matters with Commissioner Allen today, he advised me that they had set for hearing a complaint in connection with our refrigeration machine rates. He stated that it would not be necessary for us to have any testimony at the time,as the hearing was in the nature of an investigation to determine what was going on. I told him that we were considering modification of the tariff to provide for a seasonal rate, but he said that he did not think that would be sufficient in view of the fact that these rates were established at a time when the users did not have any water cooling system or recapture system and the water ran in the sewers, but that under present conditions there was not any great amount of wdter which was ultimately jised. 1 think It might be well for you to prepare a list, so far as you are able, of all such refrigeration cooling systems in the city with their tonnage capacity, etc., and the monthly charges we have made during the summer for such services. I think you should also ascertain if possible whether any of these are emptying the water into the sewers or whether all of them have some sort of recapture machinery to conserve the water. It is my recollection that this information was developed at the time the check was made over a year ago and a later supplemental report was made advising where corrections were made. The hearing is set for October 9th and we shall receive formal notice in due course, but this information should be collected and available prior to that time. In the estimate of the monthly rate I want not only the tariff rate but the monthly bills paid by some of the larger and some of the smaller patrons who have this refrigeration equipment. g. Bennett
