Bracken: I have your letter of November 1 3 th with attachment concerning Scotty Greene in connection with the water situation at Las Vegas. Scotty that our need for geological support was at the Chamber of Commerce hearing rather than at the hearing to be held later with State Engineer. I make that suggestion because, as you heard from State Engineer Smith, he, with the help of an engineer and geologist in the Bureau of Reclamation, is proceeding with just such a study as Scotty would have to make in advancing any arguments other than pure theory. I think you know that Scotty only spent two weeks in a very preliminary survey of the situation, and wrote up a report predicated solely upon a theoretical basis. Being no longer with the Company, he is not in position to spend the six months or a year, or even more, that would be required with a force of men to procure facts to support his I am writing in this connection because, as Scotty is no longer employed by our Company we cannot use his time as an employe of another concern without adequate compensation, either in elaborating upon his report alone, or after having done so, bringing him down here to testify, and such compensation must be substantial in amount. your effort to secure Scotty's very competent assistance. I do not know of a better man to develop the situation if he could afford to spend the time and be given the proper assistance, but I question whether we would be authorized to incur the expense incident to securing his services under present conditions.
