Dear sirs I think It would be quite appropriate and undoubtedly would be very much appreciate by the various developers building 1 different sections of the city, to call to their attention the fact that the City Ordinance requires that all water operated air-coolers be equipped with a re-capture pump. Aside from the question of water conservation, the advantages to the owner are obvious: It prevents damage to house foundation and consequent cracking of walls, caused by permitting over-flow water to settle around foundation; and the re-capture Increases the cooling- efficiency from 20-40^, by actual test. Where the cooling device Is a part of the house, It would, of course, be more economical to Install the re-capture at the time the air-cooler is set. I am sure the builders in Huntrldge, Biltmore and the Army housing project in Grandview, would appreciate receiving the information at this time. Yours very truly, WALTER R. BLACKEN Vice President :?(
