Section 8 of Chapter 32 of the Las Vegas City Code reads in part as follows: *Kg person owning or eoatrolllag any hose, water pipe, ditch, lawn sprinkling system, canal, flume or waterway shall allow or permit water from the same or any part thereof to flow over or Into any side* walk, street, alley or public place; provided, that nothing herein shall be so construed as to prevent the wetting of any sidewalk, alley, street or public place for the purpose of cleaning the same or allaying the dust thereon. ? * *«.
