Los Angeles - October 18, 19*5 1-733* V Mr. W. R. Bracken: (00 - Mr. E. E. Bennett Mr. L. A. MeNamee) Referring to your letter October 17th, file W 23-l-B, in reply to mine of October 12th and Mr. Bennett's letter of October 13th, concerning the subject of water conservation In the Las Vegas Artesian Basin. The proposal in your letter offers a possible n solution for l the Immediate problem, not, however, as I see it, a satisfactory one, because you are still proposing to furnish water for agricultural ‘ purposes. The main issue, subject of Mr. Bennett's and my letters, is evaded - that issue is, "are the people of Las Vegas Valley going to protect their interests in the conservation of underground water?" I have suggested that a water committee be appointed pursuant to the provisions of the statutes of the State of Nevada, and that committee function to protect the interests of the Valley in conserving this underground water supply, not particularly in protesting wells adjacent to our holdings, but rather the interests of the Valley as a whole. I want to emphasize that we, as a water company, are not Interested in fighting our immediate neighbors. Those neighbors only reduce our production from nearby wells. The depletion of the underground supply occurs over a wide area, and such depletion occurs as readily in Paradise Valley or North Las Vegas as in our immediate vicinity. If you will please look at this in the light of the interests of the entire Valley, rather than our particular Interest in the depletion of our own wells (which must necessarily occur if the whole Valley is going to deplete the underground resources, just as much as a well in proximity to our premises), you will get the point I tried to bring out in my letter of October 12th. We are not going to protest the drilling of wells in our vicinity, or removed therefrom. It is up to the people of your community and your Valley to protect their interests in that respect, and I repeat, as stated in my letter of October 12th, that until you organize a committee to protect the interests of your community and your Valley the depletion of this underground’resource will continue.
