The Secretary shall sell the lands at a price to 6 he fixed by him through appraisal. The Secretary of the 7 Interior shah not convey the lands to the city unless the 8 city pays the first payment fixed by the Secretary within 9 two years after notification by the Secretary of the price. 10 The balance to be paid in twenty equal installments in 11 amounts and at a time to be determined by a separate agree- 12 ment to be entered into between the Department of the 13 Interior and the city of Henderson, Nevada. 14 S e c . 3.
