II % 0 - / / E. E. B. APR 16 1954 Las Vegas - April 15, 195^ Mr* Wnu Reinhardt: oo - Mr* E. E* Bennett ^ Please refer to Mr. James M. Montgomery’s letter to Mr* Thomas A* Campbell, Chairman, Board of Directors. Las Vegas Valley Water District, dated April 13, 195&, copy of which, I believe, was furnished you by Mr* Bennett, and which sets up an approximate estimate of the cost of constructing two new wells at Las Vegas and the installation of a new turbine type pump in Well #11 to replace the existing horizontal type pump at that location* At Mr* Bennett’s request, I have made a study of the estimate prepared by Mr. Montgomery and I am submitting herewith a Form 30 which shows my estimate of the cost to install the wells, pumps and pipe lines included in Mr* Montgomery’s estimate* In preparing my estimate, I have discussed with Mr* Montgomery’s office each of the items contained Jbn his estimate and have endeavored to prepare my estimate on the basis of the same specifications and general requirements as were used by Mr. Montgomery in preparing his estimate* You will note, however, that my estimate is substantially higher than that submitted by Mr* Montgomery and I believe the principal difference is made up of the two items of transformer stations included in my estimate which were entirely omitted in Mr. Montgomery’s estimate* My estimate for these stations is based on an estimate given me by Mr. Jim Irwin of the Las Vegas Electric Co., one of the well established firms in Las Vegas, specializing in heavy industrial work* Other differences are possibly due to his lack of knowledge of local conditions and possibly to a lack of time to make a comprehensive detailed study* I have not attempted to check Mr. Montgomery's design but have, taken their plan at face value as indicated in his letter but I feel that the amount set up in my estimate is ample to do the job if authorized* My estimate has not been disclosed to anyone here since you may wish to make some changes after you have had a chance to review it* I am attaching hereto a copy of estimate for the two new wells which was furnished me by the local well drilling concern of Allen & Falling which is substantially higher than estimate furnished by Barber Bridge Drilling Company as indicated in Mr. Adamson's memo and which does not include any amount for testing well after drilling*
