Reinhardt (Notes) Page 2 (3) Depreciation: The difference in value due to depreciation is due al­most entirely to the short service life allowed by District engineers for cast iron pipe lines of the las Vegas Land and «ater Company. The average service life of cast iron pipe used by the District was 29.5 years, whereas the average service life used in the Railroad Company appraisal was 50 years for all cast iron pipe. It is our opinion that this estimated average service life of 50 years is conservative. An average service life of 50 years for east iron pipe is also used by the Bureau of Valuation, ICG, in its appraisal of railroad property throughout the United States. Hie ser-vice iife of east iron pipe mains as established and used by the u. S« Bureau of Internal Revenue varies from 50 veers for pipe sisos 4* and under to 100 years and over* for pi*pe sizes 12* The method used by the District engineers to determine the average service life of cast Iron pipe in the City of Las Vegas was to divide the city into types of soil based on information furnished by a County Agricultural Agent and to make tests of soil resistivity by using an instrument called "Shepherd1s garth Resistivity Meter*. We have a copy of the map used by the District which shows the area of soil types and locations where teste were made and we are of the opinion that tho method used in determining the service life of cast iron pipe in Las Vegas does not cor-rectly show conditions which would justify the short aer-values S us®d ***** ddtdnail)i£*£ depreciated Hie Inventory for the U s Vegas Land and Water Company contains approximately 344,000 lineal feet of east iron pipe, 82% of which the District engineers have assumed to have a service life of 25 years, which leaves only 1$% with a service life of 50 years. Checking back into the Railroad Company*s Inventory, we find that the Las Vegas Land and Water Company has a total ©f 21,592 lineal feet of pipe which already has an age of 25 year®, which on the face of it appears to die* pute the determinations made by use of the Shepherd*s Sarth Resistivity Meter.
