During this summer we had so many complaints that if wc were in our offices, you could expoet telephone calls any time of the day criticising the shortage after the restrictions had been placed in effect. The situation got so, a Commissioner or the layer couldn't walk down the street and somebody touched him on the shoulder and asked "Why we can't have water to bathe and shave and take a shower and water our lawns. We invested large sums in our gar- dens — we worked hard to keep them up.** 1 can only conclude that there's a shortage of water. Xt isn't up to the City of las Vegas to engineer this water production! it's up to the water officials, whether It's the Water Company or the Ballroad. I feel there has been no attempt — and I can substantiate that — no attempt by them to increase the production facilities. The distribution system is no better than the production facilities are. We need more water, and Mr. Folger, Mr, Bennett, and Mr# Adamson appeared before our Board and stated emphatically that they would not spend any more capital to increase their water production; they would not put in any water facilities. As a City Commissioner representing the City of las Vegas, this problem has become so acute that we are asking the Public Service Commission here today to share the responsibility that we have to the people of las Vegas.
