Johnson In connection with the hearing in Case No. 1214 be­fore the Nevada Public Service Commission on January 22nd you will recall that I had considerable argument with mem­bers of the City Commission relative to the enforcement of the ordinances of the City of Las Vegas relating to waste of water. It was my contention that the City was not at­tempting to enforce these ordinances, and some of the City Commissioners stated they were being vigorously enforced. I think it might be well for you tc have a check made, possibly a spot check for three or four months of this year, in order that Mr. Johnson may testify with respect to the number of complaints filed and the ultimate hand­ling of those complaints, whether they resulted in fines, suspended or paid, or merely suspended sentences. I have in mind particularly violations of Chapter 32, Article I, Section 5> of the Las Vegas City Code relating to permit­ting water to run across the sidewalks into the streets and possibly violations of Chapter 37, Section 5, relat­ing to recapture pumps on cooling systems. Possibly there are other sections of the Code which might be considered if they relate to the waste of water* It is my purpose to have Mr. Johnson testify that he has made a spot check and has found that there were so many complaints issued during the year 1951 and then tes­tify with respect to the final determination of such com­plaints. I think 1951 would be a good year because I think there were very few complaints issued during that year and such testimony will substantiate our contention that the City is making no effort to prevent the waste of water.
