V Young & Smith Construction Co General Contractors 306 BEASON BUILDING SALT LAKE CITY 1, UTAH September 9, 1952 Mr. W. H. Johnson, Acting General Manager, Las Vegas Land and Water Company 401 South Second Street, Las Vegas, Nevada. Dear Sirj- Reference is made to our recent letter requesting a rate reclassification for Industrial water service to our ready- mixed concrete plant on 300 Wyoming Avenue, Las Vegas, Nevada. U therein outlined, we firmly believe the existing rate of 5^ cents per concrete yard, which we now understand is being raised to 6 cents per concrete yard, is grossly unfair and entirely out of line with comparable industrial users. Merely because no precedent had set a rate for ready- mixed concrete plants in Las Vegas, we are discriminated against with an exhorbitant rate, which has continued despite our earnest protests until at this writing we find we can be competetive in view of the fact that our competitors are on artesian wells and obtaining their water supply at a fraction of the cost to us. May we point out that originally we financed the water line installation to our ready mixed concrete plant, and in turn deeded this asset to your las Vegas Land and Water Company. This was a financial strain on a new business starting up, and the continued drain on our operating capital in attempting to pay the high and excessive rate of 5^ cents per concrete yard, has us now to a point where we insist on your considering this our imperative request you re-assign to our operation a more equitable rate under which we may operate more in line with adjacent industrial users.
