property to which the said extension has "been madej. provided, that the total payments thus made by the Company shall not exceed the' amount advanced without interest# (b) Proportionate Cost Method# .For a period not exceeding ten (10) years from the date of completion of the main extension, the Company will make refund to the party making the advance, or other party entitled thereto, for each bona fide consumer within the subdivision or tract in an amount equal to the average total installed cost of 50 feet of the facilities necessary to furnish water to and within such subdivision or tracts provided, however, that the total payments thus made by the Company shall not exceed the amount advanced without interest# "Each such refund shall be made only at the time of the original installation of service pipes and institution of service to a bona fide consumer, and no additional refund
